Most towns in the south suburbs let a private sale run its course and collect what they are owed afterward. South Holland does not work that way. The village code ties the transfer itself to the parcel's balance with the village, and the proof of that balance is a certificate the village issues. The certificate is mandatory on all transfers and it is meant to be reflected on title reports. That is the part sellers underestimate. This is not a courtesy notice that gets waived because the parties would prefer to close without it. Your title company is looking for it, and if the parcel carries a village balance with no certificate to show it was cleared, the file does not close. The village handles the request as an online Certificate of Payment application, and it wants that application in well before the closing date, because the village has to read the account, add up what is there and issue the document.

If the house has been vacant, assume there is something on the account. Unattended water lines, a summer of mowing done by the village, an old ambulance run. None of that is unusual and none of it is a reason to walk away from a sale. It is a reason to ask for the number early so it can be paid out of the proceeds at closing instead of discovered on the day.

Rental licensing, and why the block matters

South Holland runs the Good Neighbor Rental Housing Initiative. A residential rental property has to hold a licence and be registered, and GNRHI inspectors inspect registered rental homes on a recurring schedule. The Residential Rental Ordinance also caps rental units as a share of the residences in a given census block, which means a house cannot simply become a rental because someone wants it to be. For a seller, this cuts two ways. If you currently have a tenant, the buyer's plan depends on whether the licensing carries through, and a buyer who has not looked into it before writing an offer is a buyer who may rethink it later.
