Dolton is one of the south suburban villages that checks a house on its way out the door, not just on its way into a permit file. The village inspects before a sale. The village sells the transfer stamp, and will not sell it until it is satisfied. The water department has to close out the account and, in most cases, put its current digital meter on the property. If the house is rented, there is a licence involved as well.
None of that is unusual for Cook County, but the order matters here more than it does in some towns. A Dolton sale that is not set up early tends to stall at the payment center rather than at the title company. Every parcel in the village sits in Thornton Township, so assessment news arrives for the whole village at once, which is worth knowing if you are holding a property you no longer want to carry.
Step one in Dolton is the inspection. You file the Real Estate Transaction Application, pay the inspection fee, and the village schedules an inspector. The Checklist for Real Estate Transfers sets this out plainly, and the village housing page states the requirement in one line: before selling or renting a home, the house has to be inspected.
The part that surprises sellers is the roofing certification. Dolton requires one on all sales, signed off by a roofer holding an Illinois state roofing licence, certifying that the roof is in good condition for a set period. On a conventional sale that certification has to be in before closing. On an as-is sale, the village allows it to come after. That difference is the whole ballgame on a house with a tired roof, because a seller who is not going to reroof cannot produce that document in advance.
A sale that ignores the inspection does not quietly slip through. The inspection result feeds the rest of the file, and the rest of the file is what the village looks at when it decides whether you may buy the stamp. Open code enforcement matters do not disappear at the closing table either. They travel with the parcel.
Dolton charges a transaction tax calculated on the selling price, plus a flat stamp fee, evidenced on the village's Transaction Tax/Water Stamp Tax form signed by buyer and seller or their authorised agents. Other kinds of transfer still need the stamp: quit claim deeds, judicial deeds, transfers into or out of a trust, tax deeds. A transfer involving a governmental body is exempt from the tax but still owes the stamp fee and the paperwork.
On an as-is sale the sequence is written down and it is strict. Once the escrow is posted, the seller is allowed to purchase the transfer stamp. In practice, that means an as-is buyer and seller agree on money being held back for whatever the inspection turned up, the escrow goes in, and only then does the stamp come out. Stamps are bought at the Village Payment Center on MLK Jr. Drive, on weekday business hours, and the village no longer takes cash or American Express.
Without the stamp the deed does not get where it needs to go. This is the requirement that ends closings in Dolton, and it ends them late, after everyone has already booked movers.
A water tax stamp is needed to change any title in Dolton. The water bill has to be paid in full, along with any other outstanding debt to the village, which means unpaid water is not the only thing the water side is looking at. Request the closing-out bill from the water department shortly before your closing date, and expect to pay it in a money order, a cashier's check or other certified funds. Cash, credit cards and personal checks are not accepted for it.
Most sales here also trigger the village's updated digital meter on the property, at a set residential price. On a long-empty house this is the item that can take the most calendar time, because someone has to be inside with the water on.

Court matters sit with the Circuit Court of Cook County, with the county seat in Chicago.
