Oak Lawn checks the property, not just the paperwork

A lot of Cook County towns treat the transfer stamp as a cashier window. Oak Lawn does not. The village runs a sewer inspection on most single-family homes and qualifying townhomes before it will hand over stamps, and it holds the transaction if there are open fines against the property or if work was done without permits. That second part is what surprises sellers. A finished basement from a previous owner, a rear addition with no permit record, a furnace swapped out by somebody's cousin, all of it can surface at the counter at the exact moment you need a stamp to record a deed.

None of that means the house cannot sell. It means the order of operations matters and that the village steps need to start well before the closing date rather than the week of. If the house needs work, has an open case, or has been sitting with nobody in it, you are dealing with two separate systems at once: the village, which cares about condition and permits, and Cook County, which cares about taxes, deeds and recorded liens. They do not talk to each other, and neither one clears the other's items for you.

The sewer inspection has to be requested early

Oak Lawn requires a sewer inspection, sometimes called an inflow and infiltration inspection, before transfer stamps are issued on single-family homes and qualifying townhomes. The request goes in ahead of the date you need the stamps, and the village is specific that it wants lead time. Exempt transfers, condominium units, commercial property and multi-unit buildings are not covered by it.

For a seller, the practical risk is scheduling, not the inspection itself. If the request goes in late, the closing waits. If the inspection turns up a defect, there is a repair conversation to have, and on an older house that conversation can be the difference between a buyer staying at the table and a buyer walking. The transfer stamp is where a file gets held

The larger issue is the review that comes with the stamp. Oak Lawn will not release stamps while there are open fines against the property, and it will not release them where work was done without proper permits. The final water reading

Oak Lawn schedules a final water reading automatically in the short run-up to the purchase of transfer stamps, and the buyer completes a Utility Billing Account Change Form so the account moves over cleanly. Most exempt transfers and individual condominium units do not need the reading.

This is the least dramatic item on the list and the one most likely to be forgotten on a house nobody has lived in for a while. An account that has been running with no one there, or a balance that has quietly accumulated, is simply money that gets settled out of the proceeds when the sale closes. If someone is living there who is not the owner

Oak Lawn requires residential property that is not owner-occupied to be registered with the village every year, on the village's own registration year rather than the calendar. It also requires the owner of non-owner-occupied residential property to use a licensed rodent-control company, and it can ask for a list of tenants. If you took over a tenant from an arrangement somebody else set up, or you stopped registering after the last lease ended, that gap is part of the property's record when the sale goes through the village. A tenant in place also changes who can let an inspector in the door and when. Tell a buyer about the tenant at the start. It is a fact to price, not a reason for an offer to fall apart, and holding it back only costs time later.
